Objet : Demande d’institution du 14 décembre en Journée nationale de l’emblème national algérien, de l’hymne national « Qassaman » et de l’unité et de l’indivisibilité de l’Algérie

Monsieur le Président de la République,
Messieurs les Ministres,

Nous, Algériennes libres et Algériens libres, d’Algérie et de la Communauté algérienne établie à l’étranger, héritiers d’une histoire glorieuse et fiers des acquis universellement reconnus de la lutte inlassable de notre peuple pour la liberté, la dignité et les droits inaliénables de l’Homme, avons l’honneur de vous soumettre la présente requête.

Reconnaissant les immenses sacrifices consentis par notre peuple pour sa libération, et les innombrables mobilisations attestant de son attachement profond aux symboles de la souveraineté nationale, nous rappelons que l’emblème national et l’hymne national, tels que consacrés par l’article 6 de la Constitution de la République algérienne démocratique et populaire, sont des conquêtes immuables de la Révolution du 1er Novembre 1954.

L’emblème national, vert et blanc frappé d’une étoile et d’un croissant rouges, ainsi que l’hymne national « Qassaman », dans l’intégralité de ses couplets, constituent des repères fondamentaux de l’identité nationale et de l’unité du peuple algérien.

Nous tenons également à souligner le rôle constant et déterminé de la Communauté nationale à l’étranger, qui a toujours répondu à l’appel de la Nation, depuis les luttes du Mouvement national et de la Révolution de Libération, jusqu’à la période post-indépendance, et aujourd’hui encore à travers une mobilisation consciente et pacifique en faveur de l’unité nationale et de l’intégrité territoriale.

À cet égard, nous reconnaissons l’action de mobilisation des Algériennes et des Algériens, d’Algérie et de l’étranger, lors des rassemblements du 14 décembre 2025, visant à défendre l’unité nationale, à rejeter toute tentative de division et à réhabiliter cette date majeure de notre histoire, intimement liée à l’adoption, le 14 décembre 1960, de la résolution 1514 (XV) de l’Assemblée générale des Nations unies relative à l’octroi de l’indépendance aux pays et aux peuples colonisés. Cette résolution constitue l’un des fondements juridiques et politiques internationaux du processus ayant conduit à l’indépendance de l’Algérie.

Cette date porte également une forte charge mémorielle, rappelant l’attentat terroriste perpétré par l’OAS contre le consulat d’Algérie le 14 décembre 1973, ainsi que l’hommage dû à Bouzid Saäl, premier citoyen algérien à avoir porté le drapeau national révolutionnaire, assassiné lors des massacres du 8 mai 1945.

Fidèles aux principes de souveraineté, de fierté et de dignité hérités des luttes de notre peuple, et attachés à la préservation de l’unité et de l’indivisibilité de la Nation algérienne, nous sollicitons respectueusement la consécration du 14 décembre comme Journée nationale de l’emblème national algérien, de l’hymne national « Qassaman », dans l’intégralité de ses couplets, ainsi que de l’unité et de l’indivisibilité de l’Algérie.

Nous vous prions d’agréer, Monsieur le Président de la République, Messieurs les Ministres, l’expression de notre très haute considération et de notre profond attachement à la Nation algérienne.

السادة الوزراء،

نحن، الجزائريات والجزائريون الأحرار، من داخل الوطن ومن الجالية الوطنية المقيمة بالخارج، ورثة تاريخ مجيد، والمعتزون بما حققه شعبنا من مكاسب معترف بها عالمياً بفضل نضاله المتواصل من أجل الحرية والكرامة وحقوق الإنسان غير القابلة للتصرف، يشرفنا أن نتقدم إلى سيادتكم بهذا الطلب.

وإذ نقرّ بالتضحيات الجسام التي قدمها شعبنا من أجل تحرير الوطن، وبالتعبئات الشعبية المتعددة التي جسدت تمسكه العميق برموز السيادة الوطنية، نذكّر بأن العلم الوطني والنشيد الوطني، كما نصّت عليهما المادة 6 من دستور الجمهورية الجزائرية الديمقراطية الشعبية، هما من مكاسب ثورة أول نوفمبر 1954، وهما ثابتان لا يقبلان التغيير.

فالعلم الوطني، بألوانه الأخضر والأبيض يتوسطه هلال ونجمة باللون الأحمر، والنشيد الوطني «قسماً» بكامل مقاطعه، يشكلان ركائز أساسية للهوية الوطنية ووحدة الشعب الجزائري.

كما نؤكد على الدور التاريخي والمستمر للجالية الوطنية بالخارج، التي ما فتئت تستجيب لنداء الوطن منذ نضالات الحركة الوطنية وثورة التحرير المجيدة، مروراً بمرحلة بناء الدولة الوطنية بعد الاستقلال، وصولاً إلى يومنا هذا، من خلال تعبئة واعية وسلمية دفاعاً عن الوحدة الوطنية وسلامة التراب الوطني.

وفي هذا السياق، نُثمن عالياً الحراك الشعبي للجزائريات والجزائريين، داخل الوطن وخارجه، خلال تجمعات 14 ديسمبر 2025، والتي هدفت إلى الدفاع عن الوحدة الوطنية، ورفض كل محاولات المساس بها، واسترجاع البعد التاريخي العميق لهذا التاريخ، المرتبط ارتباطاً وثيقاً باعتماد الجمعية العامة للأمم المتحدة، في 14 ديسمبر 1960، للقرار 1514 (د-15) المتعلق بمنح الاستقلال للبلدان والشعوب المستعمَرة، والذي شكّل أحد الأسس القانونية والسياسية الدولية المؤدية إلى استقلال الجزائر.

كما تحمل هذه المناسبة بعداً رمزياً مؤلماً، إذ تذكّر بالاعتداء الإرهابي الذي نفذته منظمة الجيش السري (OAS) ضد القنصلية الجزائرية بتاريخ 14 ديسمبر 1973، وبالتكريم الواجب للشهيد بوزيد سعال، أول جزائري رفع العلم الوطني الثوري، الذي اغتالته يد الاستعمار خلال مجازر 8 ماي 1945.

وانطلاقاً من وفائنا لمبادئ السيادة والكرامة والعزة التي أرساها كفاح شعبنا، وتمسكنا بوحدة الجزائر وعدم قابليتها للتجزئة، نتقدم إلى سيادتكم بطلبنا الرسمي الرامي إلى إقرار يوم 14 ديسمبر يوماً وطنياً للعلم الوطني الجزائري، والنشيد الوطني «قسماً» بكامل مقاطعه، ووحدة الجزائر وعدم قابليتها للتجزئة.

Subject: Request for the Establishment of 14 December as a National Day of the Algerian National Emblem, the National Anthem “Qassaman”, and the Unity and Indivisibility of Algeria

Mr. President of the Republic,
Honourable Ministers,

We, free Algerian women and men, from Algeria and from the Algerian national community established abroad, heirs to a glorious history and proud of the universally recognized achievements of our people’s relentless struggle for freedom, dignity, and inalienable human rights, have the honour to submit this request to your high authority.

Acknowledging the immense sacrifices made by our people for the liberation of the homeland, and the numerous mobilizations reflecting their deep attachment to the symbols of national sovereignty, we recall that the national emblem and the national anthem, as enshrined in Article 6 of the Constitution of the People’s Democratic Republic of Algeria, are immutable achievements of the Revolution of 1 November 1954.

The national emblem, composed of green and white with a red star and crescent, and the national anthem “Qassaman”, in its entirety, constitute fundamental pillars of national identity and of the unity of the Algerian people.

We also emphasize the historical and ongoing role of the Algerian national community abroad, which has consistently answered the call of the Nation, from the struggles of the National Movement and the Glorious Liberation Revolution, through the post-independence period of State-building, and up to the present day, through conscious and peaceful mobilization in defence of national unity and territorial integrity.

In this regard, we wish to recognize the mobilization of Algerian citizens, inside the country and abroad, during the gatherings of 14 December 2025, aimed at defending national unity, rejecting any attempt at division, and reclaiming the historical significance of this date, which is inseparably linked to the adoption, on 14 December 1960, of United Nations General Assembly Resolution 1514 (XV) on the granting of independence to colonial countries and peoples—one of the key international legal and political foundations that led to Algeria’s independence.

This date also carries a profound memorial significance, recalling the terrorist attack carried out by the OAS against the Algerian Consulate on 14 December 1973, as well as the tribute owed to Bouzid Saäl, the first Algerian citizen to carry the revolutionary national flag, who was assassinated during the massacres of 8 May 1945.

Faithful to the principles of sovereignty, dignity, and pride inherited from the struggles of our people, and firmly attached to the unity and indivisibility of the Algerian Nation, we respectfully request the official establishment of 14 December as a National Day of the Algerian National Emblem, the National Anthem “Qassaman” in its entirety, and the unity and indivisibility of Algeria.

Please accept, Mr. President of the Republic, Honourable Ministers, the assurances of our highest consideration and profound devotion to the Algerian Nation.
