Following is the text of the UN Security Council statement condemning violence in Syria as passed on Wednesday and released by the 15-nation body:

“Statement by the President of the Security Council (August 3, 2011)

“The Security Council expresses its grave concern at the deteriorating situation in Syria, and expresses profound regret at the death of many hundreds of people.
“The Security Council condemns the widespread violations of human rights and the use of force against civilians by the Syrian authorities.

“The Security Council calls for an immediate end to all violence and urges all sides to act with utmost restraint, and to refrain from reprisals, including attacks against state institutions.

“The Security Council calls on the Syrian authorities to fully respect human rights and to comply with their obligations under applicable international law. Those responsible for the violence should be held accountable.

“The Security Council notes the announced commitments by the Syrian authorities to reform, and regrets the lack of progress in implementation, and calls upon the Syrian Government to implement its commitments.

“The Security Council reaffirms its strong commitment to the sovereignty, independence, and territorial integrity of Syria. It stresses that the only solution to the current crisis in Syria is through an inclusive and Syrian-led political process, with the aim of effectively addressing the legitimate aspirations and concerns of the population which will allow the full exercise of fundamental freedoms for its entire population, including that of expression and peaceful assembly.

“The Security Council calls on the Syrian authorities to alleviate the humanitarian situation in crisis areas by ceasing the use of force against affected towns, to allow expeditious and unhindered access for international humanitarian agencies and workers, and cooperate fully with the Office of the High Commissioner for Human Rights.

“The Security Council requests the secretary general to update the Security Council on the situation in Syria within seven days.”
Voici le texte de la déclaration du Conseil de sécurité des Nations unies condamnant la violence en Syrie, telle qu'approuvée mercredi 3 août et transmise par l'ONU.

Le Conseil de sécurité se déclare gravement préoccupé par la détérioration de la situation en Syrie et déplore profondément la mort de centaines de personnes.
Le Conseil condamne les violations généralisées des droits de l'homme et l'emploi de la force contre des civils par les autorités syriennes.
Le Conseil demande qu'il soit mis fin immédiatement à toutes les violences et engage toutes les parties à faire montre de la plus grande retenue et à s'abstenir d'exercer des représailles, notamment de s'en prendre aux institutions de l'Etat.
Le Conseil demande aux autorités syriennes de respecter pleinement les droits de l'homme et de se conformer aux obligations que leur impose le droit international applicable. Les responsables des violences devront rendre compte de leurs actes.
Le Conseil prend acte des promesses faites par les autorités syriennes et déplore l'absence de progrès dans leur mise en application, et demande au gouvernement syrien de donner suite à ses engagements.
Le Conseil réaffirme son ferme attachement à la souveraineté, à l'indépendance et à l'intégrité territoriale de la Syrie. Il souligne que seule la recherche sous l'impulsion de la Syrie d'une solution politique sans exclusive peut permettre de résoudre la crise actuelle, en répondant véritablement aux aspirations et préoccupations légitimes de la population afin que tous les Syriens puissent exercer pleinement leurs libertés fondamentales, notamment la liberté d'expression et de rassemblement pacifique.
Le Conseil demande aux autorités syriennes de remédier à la situation qui règne sur le plan humanitaire dans les zones en crise, en cessant d'employer la force contre les villes touchées, d'autoriser la circulation sans entrave ni retard des organismes et travailleurs humanitaires, et de coopérer pleinement avec le Haut Commissariat des Nations unies aux droits de l'homme.
Le Conseil prie le secrétaire général de le tenir informé de la situation en Syrie dans les sept jours.
ان الدول الاعضاء في المجلس:

تعرب عن قلقها الشديد ازاء الوضع المتدهور في سوريا، وعن اسفها العميق لمقتل المئات من الناس،

تدين الانتهاكات الواسعة لحقوق الانسان واستخدام القوة ضد المدنيين من قبل السلطات السورية،

تدعو الى الوقف الفوري لكافة اعمال العنف وتدعو جميع الاطراف الى ممارسة اقصى درجات ضبط النفس والامتناع عن الاعمال الانتقامية بما في ذلك شن هجمات على المؤسسات الحكومية،

تدعو السلطات السورية الى الاحترام الكامل لحقوق الانسان وتنفيذ التزاماتها بموجب القانون الدولي، ومحاسبة المسؤولين عن العنف،

تأخذ علما بالالتزامات التي اعلنتها السلطات السورية بالاصلاح، وتأسف لعدم حدوث تقدم في تنفيدها وتدعو الحكومة السورية الى الوفاء بالتزاماتها،

تعيد تاكيد التزامها القوي بسيادة واستقلال ووحدة اراضي سوريا، وتؤكد على ان الحل الوحيد للازمة الحالية في سوريا هو من خلال عملية سياسية شاملة يقودها السوريون بهدف تلبية التطلعات المشروعة للشعب بطريقة فعالة تتيح الممارسة الكاملة للحريات الاساسية للشعب بأكمله بما في ذلك حرية التعبير والتجمع السلمي،

تدعو السلطات السورية الى تحسين الوضع الانساني في مناطق الازمة عن طريق وقف استخدام العنف ضد المدن المتضررة، والسماح بدخول المنظمات الانسانية الدولية والعاملين فيها بسرعة ودون اية عوائق والتعاون الكامل مع مكتب المفوض الاعلى لحقوق الانسان،

تطلب من الامين العام للام المتحدة اطلاع مجلس الامن على الوضع في سوريا خلال سبعة ايام".
